Respectfully forwarded to Maj Gen'l O.O. Howard for his information and to invite attention to the condition of the Old Marine Hospital Building at Napoleon, as I know from personal examination, it is now a grogery of the lowest order, if the use of the building could be obtained and some repairs made to the roof, it would undoubtedly serve the cause of humanity to open a Hospital there to receive the unfortunate creatures who are now thrown ashore from the River boats to die. -
