Dear Sir
My report of October I supposed has reached you as forwarded by the Bureau.

I regret that my reports have not reached you; Genl Foster requested me to make out a lengthy written report of 10 or 12 pages independent of my statistical report which he said would likely go before Congress according to his request I did so giving as I thought the true condition of [[strikethrough]] our colored people [[/strikethrough]] the freedmen in [[strikethrough]] our [[/strikethrough]] the country the disposition of the whites toward them - there former relations - there present - the means of there[[?]] elevation - what we are doing - the interest manifested - and grounds of success, this report was not sent tho stated in his letter book to have been sent I supose[[?]] he might have sent extracts from it

No person mearly transient in the south can give the true status of this country. There may be thousands of Blacks and whites getting on harmoniously in there reciprocal relations as there are, and yet an isolated case or cases in diferent parts may be used to harrow up the public sentiment against us

I should have been very glad for you to have received my report and for Congress to have seen it
