Encloses a letter from Mr J.W. McKim, who calls attention to some remarks of Mr R. Tomlinson, Supt. Education B.R.F.&.A.L., S.C., advising that Congress pass an act prohibiting the Bureau from turning over the educational appropriation to the southern states as there is no telling how long a good man may be at the head of the Bureau.-

Mr Eliot requests the opinion of Major General Howard as to the advisability of this measure.
