Dear Mr. McKim:

I wish, if you have the opportunity, you would call the attention of Judge Kelly or Mr. Elliot, who are on the Committee on Freedmen's affairs, to the fact that the South Carolina Legislature adopted a Resolution authorizing the Board of School Commissioners to receive any "funds" appropriated by Congress, or coming from other sources, and to use such "funds" for the benefit of schools for colored people. Simultaneously with this, an effort was made at Washington to get Genl. Howard to turn over to this "Board" the sum appropriated for school purposes in this State. Of course Genl. Howard did nothing of the kind - nor will he do so. But I think a resolution ought to be
