adopted by Congress prohibiting the transfer of buildings, erected by the Bureau for school purposes, to the control of any southern "Boards" until the legislature of the State in which such buildings are, or may be, shall have provided for the education of all within her borders, upon terms of equality. There is no certainty how long such a man as Genl. Howard may be at the head of the Bureau; and it is also easy for the assistant Commissioner of a State, if he is disposed to do mischief in this direction; and there is no certainly how long good men like Genl. Scott may keep their positions. I hope you will appreciate the importance of this matter, and do something; but it is not best that I should be known in it.
