Surgeon Mintzer has uniformly performed his duties as Surgeon in Chief both of the Dist of Texas and of Miss with entire satisfaction, and I should be glad to retain his services in the Bureau, but inasmuch as he seems to regard the circumstances requiring his release from the service to be urgent and as so many other officers of the Medical Staff have had their requests to be mustered out complied with I would recommend that Surgeon Mintzer be honorably mustered out of service at the date stated by him, May 1st 1867, in his communication. I would also recommend that the Asst Commissioner of the Dist of Miss be authorized to employ Actg Asst Surg F.B. Gillette at present in charge of Freedmens Hospital at Natchez as Surgeon in Chief at the rate of compensation determined by the Commissioner for such cases, viz one hundred and fifty dollars ($150.00) per month.
