Dr. Douglas produces evidence that he rendered professional services to the freedpeople at Harper's Ferry when required to do so. That he never received any blanks for reports, or instruction for making them; and also that

his desire not to be known as officially connected with the Bureau was because in attending the black population as an Acting Asst. Surgeon he could collect no fees from those really able to pay for his services and that the low rate of compensation would not be a sufficient remuneration for all his services and for medicines too.

Whatever may have been his motive for wishing to have his connection with the Bureau kept secret, it may have been sufficient to have caused the cancelling of his contract; but if he rendered satisfactorily professional attendance to the freedpeople, it is no reason why his services should not be paid for.

I therefore recommend that Dr. Douglas be paid the amount that may be due him, as claimed, viz: from December 1st, 1865 to
