I hereby certify upon oath that in the month of Nov 1865 I was engaged in the practice of medicine at Harpers Ferry W Va, when I was requested by the AA Com of the Beauro of R.F & AL at that place to make a proposal for how much I would attend to the medical requirements of the freedmen at that place & vicinity. I proposed to do it for one hundred dollars per month. The agent informed me that the beauro would not pay anything near so large a Salary. He thought not over thirty dollars. I then proposed to do it for fifty dollars per month providing that my official connection with the beauro should be kept secret. That I would prefer doing the Services gratuitously as I had been doing, than to engage to do it for anything less; though I could ill afford to furnish medicines without some renumeration
