Washington Feb 21st 1867

I certify upon honor that I was on duty as a Superintendent to the beauro of R.F & A L. at Harpers Ferry W Va. during the month of Jan 1869  I assumed the charge of the office at the commencement of the month - I found Dr George C Douglas discharging the duties of medical officer to the beauro at that place

   He continued to discharge such duties until the fare part of Feb 1869, when his contract was annulled by Surgeon J J De' Lameter US Vol for the reason, as assigned by Surgeon De' Lameter, that he (Douglas) was ashamed  of his official title

      Dr Douglas performed the professional duties of his office well and satisfactory to me; and to the freedmen from the time of my assuming charge of the Sub Dist at
