Respectfully returned to Maj. Genl. O.O. Howard, US Army Commr of Bureau of Refugees &c. who is informed that under the authority of the Secy. of War given in Circular No. 7 from Bureau of Refugees &c. of June 13th '65, such teachers as are specially and officially and in writing recognized by the Commissioner or Asst. Commissioners of the Bureau of R.F. & A.L. as on duty in their several fields of labor, may purchase stores from the Subsistence Dept., under precisely the same rules as apply to such purchases when made by officers of the Army, as provided in par. 1229 Revised Regulations for the Army of 1863.
