I have the honor to apply for the detail of twenty officers, ten for Mississippi, five for Arkansas, and five for Alabama. These officers are solicited by the Assistant Commissioners of these states respectively, in addition to their present force, for duty in the Bureau of Refugees, Freedmen and Abandoned Lands. General Ord presses me very much for the detail for Mississippi and Arkansas. 

The means of this Bureau are not adequate to the payment of so many civil agents in addition to those already employed. It is also difficult to procure
