Dear General:
If there is no objection to the procedure, I think you would do Mr Alvord an excellent service, and gain substantial and valuable information for your own guidance, if you would order Mr Allen to Washington to report in person the the Gen' Sup't of Schools, and to the Commissioner if the Commissioner shall please to give him audience; especially to answer such questions as may be put to him.  
As he is regularly commissioned an Agent of the Bureau, such an order would be neither irregular nor exceptional.
I am not surer of the plainest postulate in Euclid, than I am that you and I would see precisely alike in this matter if you could but know such facts - not opinions, but facts on record - as I know. 
Perhaps some of these might be gleaned by a routine Inspector -- doubtless a few of them would.  But the situation is peculiar.
