Respectfully returned Bvt Maj A.W. Preston A.A.A.G. with the information that the records of this office show that the last contract made with George St C. Hussey late AA Surg USA was annulled by Bvt Maj and Asst Surg S.H. Hornor USA, then Surg in Chief for Miss Nov 25th 1866, which after a certificate of nondebtedness was furnished by him, his accounts was approved in this office and forwarded since which time there has been no contract whatever made with the said Dr Geo St C Hussey of any character whatever in this office, but from

the records of Letters received and sent it would appear that he had received full and complete compensation for all the services ever rendered by him to the United States

Respectfully returned to Major General O.O. Howard Commissioner Bureau R.F. & A.L. After careful investigation I am unable to ascertain that Dr. Hussey was in the U.S. service, during any portion of the time he charges for, and therefore shall not order him to be paid anything without further instructions from the Commissioner. Attention is invited to the endorsement of Dr. Duncan Surg-in-Chief Bureau R.F. & A.L. for this State. I assumed the duties of Asst. Commissioner for this State Jan. 11th, and was not aware of Dr. H. being in the service at or after that date.
