could not pay any claims prior to the first of April, 1865. He had no doubt but that the claims were just, and might be paid sometimes. I obtained for them 40 cents each from first of April 1865 to first of August, 1865.

Major Homer [[?]] of the Dist., Miss. received instructions dated Nov. 28 1866 to assertain how many persons there were in his Dist. heaving such claims. He communicated a copy of the same with instructions for me to ask in the matter and forward to him the result, a copy of each is herewith submitted. The above list is the result of that effort. I have no hesitation in saying that I believe the above is correct and that the [[?]] is worthy and ready. To all of which I am prepared to be qualified. Witness my hand this 35th day of March, 1867.
