I have the honor to acknowledge the receipt of your communication of the 18th inst., enclosing "the report" of Thos W. Conway, and would state in reply thereto that I am unable to say anything in regard to the comparative condition of the State of affairs in Mississippi, Louisiana or Texas, as I have not been beyond the limits of this State since being assigned to duty within it, nor am I responsible for the number of loyal men in the State of Mississippi, but I can assure you that the assertion that there are not fifty (50) loyal men (white,) in the Miss.,
