But two Cases in which employers were charged with endeavoring to prevent their employe's (colored) from registering have been reported to this office. In each case an investigation was at once ordered and the charge in both cases found to be unfounded. One of the persons charged has given his hands a day for the purpose of registering, accompanying them himself to the place of registration.

I am much obliged for the good opinion of my administration of affairs expressed in your letter, and I am confident that you are correct in "your belief that I have done all I could with the means at my command and the officers I have been forced to use."
