The Sub. Asst. Comr. relates an instance of three colored men arriving in Jackson on the night-train from Canton: upon asking a policeman where they could remain over night he said he would take them to jail and release them on the following morning; they were detained however six days being taken out each day and made to dig post holes around the jail.-Upon being released they applied to Mayor Barrows for redress, and were informed by his honor that they were very lucky in not being sent to the Penitentiary.
The Mayor informed the Sub Asst. Comr. who called upon him concerning this matter, that it was a common practice to arrest both whites and blacks (as he said for vagrancy) and confined them in jail without trial.
A number of complaints have been made from Rankin and Scott Counties where freedmen have
