respectfully state that Maj Thebaut has had charge of the Bureau Office at this place under my supervision and I deem it but justice to say that the affairs of the office could not have been administered more satisfactory to the Government.  A flourishing Church for freedmen has been established.  A freedman's school with an average of one hundred scholars and a Hospital for Freedmen which is the best I have seen anywhere, and all this is doe to the individual exertion of Maj Thebaut the Gentleman your petitioners pray to be retained in his present position, which can only be obtained by a Special
