General,
In compliance with endorsement upon enclosed papers, I have the honor to report that an appropriation of Eight Hundred Dollars ($800 00/100) has been made for the purpose specified therein, I would also state that the apparent delay in making the appropriation
has been caused by the sickness and absence of the General Superintendent of Education since July 5th whose position, owing to the prevalence of Yellow fever; which because epidemic- could not be filled, as such a great number of Officers of the Command were either frustrated with sickness, or, on "leave of absence".
