"Respectfully returned to the A.A.A.Genl. Bureau R.F. & A.L. the several accounts for medical attendance upon officers and others submitted, by the Surgeon General of the Army, August 31, 67 and referred to this Office for examination viz:  

the account of Dr. E.C. Stonestreet, for attending family of Lt. Rutherford; of Dr. John McDonato for attending wife of Lt. Fuller, of Dr. W.R. Hicks, for attending private A. Barnes, of Dr. T.S. Hopkins, for attending Capt. White and of Dr. Thos. S. Summerville, for attending servant of Lieut Foot have been duly examined (and in Capt. White's case, a re-examination made) and the following explanations and remarks respectfully made.  When the account of Capt. White was submitted to the Surgeon General U.S.A. on the 27th of June last, it was in the belief that paragraph No. 1309 Rev: Reg: of the Army provided for all officers and soldiers  "on service," whether "with troops" or not, except in cases where an appropriation in the "Civil list" was made applicable by order of the Secretary of the Dept: under whose care the expenditure was made
