I have the honor here with to inclose account of Dr. A.G. Taber for medical services of Monroe La. from June 20th to Oct. 27th 1867 inclusive, to which is attached a certificate of non-indebtedness from your office dated May 2, 1868. 

Also the Orders from the "Maj-Genl Comd'g" (Mower) placing him on duty, of date June 12, 1867.

Also copy of a communication from this office dated 4th inst. together with his reply thereto dated 16th inst..

Dr. Taber never had a contract with this office: and not being on duty in this District at the commencement of his claim for compensation, it would not be proper for me to make one and antedate it. The matter, therefore, is respectfully referred to you.
