States that, as a large landholder & good citizen he has tried to secure good homes for colored people under the Homestead Act, by preparing the necessary affidavits &c, which he has forwarded to the Register of the Land Office at Jackson, Miss.; these applications have been declined informal because not certified by the County Clerk of the country the applicants reside. Requests that his certificate as U.S. Commissioner be held sufficient proof of identity. Has written to the Land Comr. on this subject |
