I have the honor to submit the following reports of Bureau operations in my District for quarters ending Dec. 31st 1867- The changes that have taken place in the organization of this office during this quarter, are as follows viz:

E.M. Gregory Bt. Maj. Gen Vol's mustered out of service Nov. 20th 1867 by S.O. No 497 dated A.G.O. Washn D.C. Nov 16t 1867, and re appointed Asst. Commr. Nove 30, 1867 - which retains him as an officer of the Bureau, under the provision of Sec. 4 Act of Congress continuing the Bureau, passed July 16th 1866,
