7th specification I have already answered

To the 8th specification I would respectfully state: the instructions from Genl. Howard and the Treasury department for making out claims are so full and explicit that a man using common sense can easily attend to such business.  Of the papers which I have forwarded to the department as claim agent none have ever been returned to me as incorrect or incomplete. 

Change 2 Spec. 1st. 22nd. I will leave to be answered by my superior officers. 

Specification 3rd, & 4th are false

I answered these charged in the 27th of Jany and was also examined by the inspecting officer Maj. Genl. Howe from the Head Quarters of Genl. O.O. Howard Commissioner, in reference to these charges and now most respectfully demand a full investigation to enable me to prove these my statements correct. I respectfully enclose herewith copy of a letter received from Mr.Glynn who was present with the other clerks and messengers in the office and heard most of the conversations and transactions, on which this man Hildreth rests his charges.
