General,

In compliance with your instructions of this date I have visited "Basil Frazier" confined in the Penitentiary in this City, Convicted of horse stealing in Charles County Md, in June 1865. Sentence 5 years. "Frazier" stated to me that he took the horse of Mr. S.L. Davis a neighbor, December 29th 1861, for the purpose of making his escape, being a Slave, at that time Slave owners carried their laborers for Safe Keeping or Sale to Virginia, he rode the horse to Mr. Pope's Livery Stable near the navy yard
