I have the honor to acknowledge the receipt of your communication of 22nd inst furnishing the following extract from a letter received at your Office - viz -

"Lieut Williams your Inspector, drinks strong drink and occasionally gets drunk. While on a tour of Inspection at Jackson "in a state of intoxication he fired his pistol and the ball passed "through a picture in a gentlemans house"- in reference to which you desire to be informed what my opportunities have been for knowing Lieut Williams and requesting that I make a written report to your Office as to his character for sobriety his general conduct- and anything connected with the Specific charge of intoxication contained in the foregoing extract &c

In reply I would respectfully state that I have known Lieut Williams for two years during which period he has been connected
