Without wishing to be facetious I will say finally that if all the Officers in the Military Service of the United States practiced the vice of intemperance to no greater extent than Lieut Williams,  I am inclined to believe that our Commissioners of Internal Revenue would speedily find a perceptible diminution in the aggregate of their receipts from tax on alcoholic liquors
