Sir

I have the honor to acknowledge the receipt of your communication of the 22nd inst in regard to my knowledge of the character of Lieut Williams as to Sobriety & general conduct

I am happy to state that my office is upon the same floor with that of Lieut Williams & I have met him almost daily & frequently many times in a day during the last six months; but have never known of his drinking strong drink or at any time suspected that he was intoxicated or under the influence of Liquor - I have not had the pleasure of an intimate acquaintance with Lieut Williams, but from the passing acquaintance I have had with him & the energetic & faithful discharge of his official duties, I been favorably impressed in regard to him 

About the affair said to have occurred at Jackson, I know nothing.
