General,
   The Commissioner having considered the report of your inspecting officer, directs that Lieut D.M. White be restored to duty, and expresses the hope that hereafter he may so conduct himself and discharge his duties that there may be no cause of complaint.
   In the case of Captain Platt he appears to have conducted his official business somewhat loosely especially that part of it relating to the collection of donations.  The General desires that you call the attention of Captain Platt to the importance of a more careful manner of conducting this official duties and also suggests that it may be for the
