I found the buildings and hospital property generally in a tolerable fair condition, with the exception of the one used for the reception of the violent cases of insanity, and that I consider very bad; and I would respectfully state that great improvement might be made with very little expense to the Government, as sufficient quantity of material can be taken from a building not used, and already in a dilapidated condition.  Among the attendants reported and paid as civil employees, I found ten men who were admitted as patients, and although not fit subjects for discharge, receive the same compensation as able bodied persons, while in my opinion they are physically disqualified to perform the duties properly required of them.
