satisfactory as a general rule.- In all cases of failure to administer justice which have come to the knowledge of the Assistant Commissioner measures have been taken to remedy the neglect and prevent its repetition.-

The division of the 61 Counties of the State for the administration of the Bureau is into twenty six Sub Districts of one, two or more counties each, arranged with reference to the facilities of transportation and the sentiment of the inhabitants rather than extent of territory or population. Over six of the Sub Districts Officers of the Army are in charge, with a Citizen Agent or Clerk as Assistant; - nine others are in charge of officers of the Bureau (late V.R.C.) and the others in charge of Civilian Agents.- The paid force of the department consists of a Superintendent of Schools, seventeen agents and nineteen Civilian Clerks in addition to the Bureau Officers mentioned above.
