This subject has become of such great importance that the attention of observing men in all parts of the State has been called to it with solicitude. The civil authorities do not give the matter proper attention when brought to their notice and as the action of the Bureau can only be exerted in the manner of advice but little impression can be made upon customs which they consider their peculiar prerogative.-
