My Dear Sir
I see by this mornings paper that you have been sworn in and now represent this district. Thank God that the loyal men of Ky have one loyal representative in Congress. Permit me to Congratulate you and at the same time ask a favor. It is said that the Bureau is to be immediately reorganized in Ky and the state divided into 4 districts, each district to be placed in charge of an Army officer. This information is derived from an officer of the Army and I presume is perfectlfly reliable. I am further informed that it is the intention to discharge all civillians or give them clerkships in the offices of the officers having charge of the district.
