Calls attention to a gross interference in the interests of the "Orphans Home" by Messrs Langston and DeMostia. They defeated the Society in obtaining the $10,000.00 promised from M. de Bossiere. Complains of their actions and misrepresentations.

Respectfully referred to Genl R.C. Buchanan Asst. Commr. of Louisiana who will see all the parties and endeavor to settle the difficulty amicably. The Commissioner has long known Dr Newman as a devoted friend to the freedmen, and is confident that he has not designedly done anything in connection with the Orphans home to their disadvantage.

Respectfully returned to Headquarters Bureau RF and A Lands, War Dep't, Washington, D.C.. The only examination which I have been able to make in this matter consisted of a personal interview with the Rev Dr J.P. Newman, in which he reiterated the statements contained in his letter, and the enclosed correspondence between Mr L. Grand and myself. The other two parties are not in this city and I am unable to ascertain where they are. I do not see how the Ref'd Dr Newman can obtain the $10,000 as there is no power that I am aware of in this Bureau to enforce the claim which he presents.
