The reports as to the anticipated and actual destitution are becoming frequent and it is becoming necessary to devise some plan for relief.
I would respectfully suggest the authority be given me to advance to parties engaged in planting a sufficient amount either in money or provisions to enable them to carry on their work taking a lien upon their crops for the amount advanced.
I understand that similar authority has been given in South Carolina and recommend that the same be done in this State.
