Your reply to my last letter, by Genl Sewall, has disappointed us greatly, and embarrassed us a little, because trusting to the statement first made to us of the plans of the Bureau, we had taken some steps towards engaging additional teachers; and the only conditions then named were that the schools should be held in buildings owned or rented by this Association, and should number not fewer than thirty pupils each.
