I have the honor herewith to transmit vouchers of Dr. E. Alexander for services as Medical Officer rendered at Vidalia, La, for part of the month of August and all of September & October 1867. The services not having been reported on report of "Persons and Articles Hired," Col. E. C. Beman, D. O. declines to pay them, without the direct order of Maj. Gen'l O. O. Howard.

It is impossible to made supplementary No. 2's, because the officer who made them for the months in questions, is no longer in the service. I respectfully request, therefore, that Maj. Gen'l Howard's order of payment may be entered on the Vouchers. They are in accordance with contract made
