WAR DEPARTMENT,
Bureau of Refugees, Freedmen, and Abandoned Lands.
                                                                       Washington, D.C., March 31, 1868

Maj. Gen. R.K. Scott
Asst. Commr. S.C.

General
The Commissioner directs me to call your attention to the case of Mrs. S.C. Vaughan teacher on St. Helena Island. It appears that she has continued her School after the Association which first commissioned her withdrew, (expecting to be paid by the Tax Commissioners.) If you can in any way secure to her the payment of just compensation, please do so at once. And as she has not left the field for two years or more (so it is reported), on your recommendation return transportation will be furnished.
                                                                Very Respectfully,
E. .Whittlesey
