I have thought it important to communicate with you in a more direct manner than I could have done by letter, and have therefore sent Mr T. J. Mackey, to Washington, to confer with you upon the condition of the people in the State and the necessity which exists for the transmission of funds with which to purchase the necessary supplies for issue.
