In view of the uneasiness which the community of Blackville naturally feel at the perpetration of these crimes, I have sent a small detachment to that place to assist in maintaining the peace In all of the cases which occurred in Barnwell District, Mr Norland has acted with promptness and great judgement. None of the outrages above reported grew directly out of the Election except the one at Pleasant Lands. Indeed the Election passed off very quietly, and a pretty large vote was cast by the freedmen.
No cases of oppression for voting have yet reached this office."

Mr Wm J. Harkisheimer, Agent at Columbia reports: [[left margin]] Freedmen opposed to Contracting [[/left margin]] The freedmen do not seem inclined to contract this year, they have been so unsuccessful in the past three years that they have become prejudiced against this system of labor, and will not enter into such an arrangement if it can be avoided. Their desire is to rent land and plant for themselves, many are doing so, some of whom will I've no doubt be successful, but the greater part will not, owing (probably) to the want of [[left margin]] Prefer to rent Lands [[/left margin]]
