From the Endorsement of Gen'l Burbank it would appear that had not the presence of Bureau Officers at Henderson required a guard, that the detachment of 45th U.S. Inf. would 

not have been stationed there, hence it may be regarded that Medical Bills for services rendered to these soldiers, come within the ruling of the Secretary of War in respect to payment of the same. In cases of syphilis, however, I recommend that the men themselves be held responsible for all charges for Medical treatment by a private physician. Payment recommended for nineteen dollars and fifty cents, ($19 50/100).
