I have the honor to submit the following report of my Inspection, made in accordance with Special Orders No. 65, dated Hd. Qrs. Bureau R.F. and A.L., May 22nd, '68. 

xxx I visited Augusta, Ga. for the purpose of investigating tho charges made by Mrs. Conklin against Dr. Bowes, the Surgeon in charge of the Freedmen's Hospital at that place. 

The Hospital has been turned over to the City Authorities, and Dr. Bowes was just leaving to take charge of the Hospital at Macon, Ga. I examined the patient who had been in Hospital, the nurses, the Ration returns &c. I am fully satisfied that the patients were well treated, well-clothed and fed, and in every way properly cared for. 

Lieut. Catley, 16th U.S. Infantry the Sub Asst. Commr. had once investigated the same charges and fully reported upon them to the Asst. Commissioner, wholly exculpating Dr. Bowes. 

From all I could learn I am convinced that the difficulty grew out of personal differences between the Doctor and some of the teachers, and that the wrongs complained of were imaginary and existed only in the prejudiced minds of the accusers. From this, and
