is to select some efficient, prudent Officer to at as Asst. Commissioner who shall take station at Columbia, and act in co-operation with  Governor Scott in administering the affairs of the Bureau.
   General Scott manifests much interest in its future management, and his intimate connection with it, especially in the [[strikeout]] present [[/strikeout]] issue of rations for the present year, will make it absolutely necessary that the Officer  selected be one who will cheerfully and heartily  co-operate with him, [[strikeout]] General Scott [[/strikeout]] in all matters pertaining to the Bureau.
   The issue of rations in this State is very large, liens being taken from the Cropper to secure the amount advanced, I think judging from the present issue, that the sum of expended will reach $360.00.  It is quite uncertain how large a portion of this sum will be received back, if one half of it is secured, the Government will be fortunate.
   The supplies are issued by the Asst. Commr to the Agents in the several districts, but in rather a loose way.  They are not  issued upon invoices and receipts, but merely sent to the Agent by Rail-road or water transportation-- he being advised by letter of the amount shipped to him.  The Agent is not required to render any return of his issues, but is supposed to account for the supplies by the bonds taken creating the lien.  No loss may accrue to the Government from this system, but it would seem prudent that  monthly returns should be required,
