The other Surgeons are employed at Charlotte, Raleigh,  Beaufort, Newbern, Goldsboro, and Wilmington.  I think the time has come when these Dispensaries may be [[strikeout]] dispersed, with [[/strikeout]] closed except perhaps at Newbern and Wilmington.
   Considerable destitution is reported through out this State.  It is said that many of the freedmen have been discharged by their employers for political reasons, and that for the same reason traders of rebel proclivities refuse to sell them supplies.  I am satisfied that these reports are considerably exaggerated, and that whenever a person is discharged he can by a little energy, readily find employment elsewhere.
   The issue of rations to this class of persons I do not think practicable, but the better plan would be for the Military Commander to assess a direct tax for the support of these paupers upon the Counties where the freedmen have been discharged to any considerable extent.
   These are also many applications for rations by White and Colored persons who are engaged in planting and who say that without assistance they will  not be able to make their crops.  The Asst . Commissioner had commenced the gratuitous issued of rations taking no liens or security for the same, which I think wise, as he thereby controls it entirely and restricts the issued in amount to each person, to what may seem to him actually necessary,
