The only way to teach all these applicants that they must support themselves, is to cut off all supplies. Even if it is the cause of some suffering, the experience will be the best lesson that can be given them.

I carefully examined the books and accounts of Lieut Col. Johnston the Disbursing Officer.  His office is conducted with much system and a view to rigid economy. All abandoned property in the State has been restored. There are buildings on the papers of the Bureau at Newbern and Morehead City no longer required for use by the Bureau, which I recommend be sold.

The Asst. Commissioner and Superintendent of Schools have given much attention to the educational interest with the most beneficial results, as the reports show. They have not, as in most other States, confined their work to the large towns and most accessible places, but have gone into the more remote districts, and started schools there.  Very commodious [[strikeout]] economical  [[/strikeout]]  School buildings have been erected in Raleigh, at small expense.

I think the result of the work in this State has been productive of better results than in other States.
