I have the honor to transmit herewith charges and specifications against Bvt Lieut Col James Thompson, Capt 2nd US Army

I would represent that the same are not preferred through any spirit of malice whatever. Tis true that for months past Col Thompson has acted as a spy upon the actions of myself and others connected with the Bureau here. tis true that he has connived with politicians  for your removal from your present position and we have seen with what success. Yet as a gentleman I could have passed over all this in silence but there are other things which common honesty forbids my passing over. Like Bvt Lieut Col James Thompson USA I have been a soldier. Unlike him I am no politician. Yet I have so true a regard for the cause for which I fought that I cannot remain quiet and see a man I believe to
