Maj. Gen. Howard
Commr. Bureau R.F. and A. Lands
Washington, D.C.

General
We have the honor to state to you that from the manner in which the "investigation" as to the conduct of A.A. Surgn. Robert A. Bell, is being conducted, we have no means of knowing when or what witnesses are to be examined nor is any opportunity afforded us of being present to see and hear [[strikethrough]] see [[/strikethrough]] the interrogations made and recorded; - neither has any intimation whatever been made to as of witnesses, if any, adduced by Dr. Bell, or the purport of their testimony.

We accordingly have to ask that all evidence already taken herein be exhibited to us; and that we have notice, in sufficient time, of all future diets of examination - in order that we may attend and take cognizance thereof, and assist therein, by principal or cross questions.

We again repeat we have no interest whatever, personal political or professional, in this painful matter,
