Dr Bell was responsible for said liquors, that he was aware of the unlawful use thereof, was the proper officer to prohibit and did not prohibit said unlawful use

The testimony brought to support this charge, is as follows, James Bruce, testifies, "I have joined with and seen repeatedly Dr Bell, Dr Benson, Rebel cadets, Lt Hogarly, Maj Roberts, Genl Frederick and friends of my own people who were working around and patients without prescriptions drink it. That the practice existed when he came and was stopped when the Rebel Cadets were discharged (See Vol. 1, Pp 5, L 29, & Pg 6, L 1-8) He further states that he saw Dr Bell drink repeatedly until he stopped going to the dispensary on account of ill feeling.
