Q  When was the improper use of Govt Liquor in Hosp'l, first prohibited, by whose order, [[left margin]] 10 [[/left margin]] at whose request or  information?
A  On or about the 25" of March 1867, Dr Bell called at my office, stated, "He was now in charge of Hosp'l, was responsible for the Whisky & stores" and "asked My advice [[left margin]] 15 [[/left margin]] in the matter" saying "Liquor had been drank without authority." I told him that the orders prohibiting the use of liquor should properly come from him and advised him to put it all under [[left margin]] 20 [[/left margin]] lock & key, and allow none to be used except upon proper prescriptions. Afterward, Dr Bell informed me that he had issued the order, and the Med Cadets also informed me, that it had been issued.
