I have the honor to forward for your consideration the enclosed communication from Prof. L.J. Frazer Dean of the Faculty of the Kentucky School of Medicine, with the request that I may be instructed what action to take in the premises.

Permit me briefly to call your attention to the following statement, together with the reasons, why I have declined to act upon my own responsibility.  The Kentucky school of Medicine is an off-shoot from the Medical Department of the University of Kentucky.  So far as I am informed it is proposed to have two schools of Medicine in this City during the coming winter, should the privilege of delivering clinical lectures at the hospital for R&F be granted to our school, the other will, I think, no doubt apply for the same privilege. 

I have also held that the Hospital for R&F is a Government Hospital upon the same footing as a
